State House News LOW-INCOME FAMILIES LEFT IN DARK BY SOLAR LAW, ADVOCATES SAY

Advocates on Thursday urged lawmakers to consider access to solar energy as a civil rights issue.

The Telecommunications, Utilities and Energy Committee held a hearing on bills dealing with solar power and the credits that solar producers can earn from selling their energy back to the grid. Among them was a bill that seeks to ensure low-income communities and renters receive the same level of compensation as homeowners.

Overview

It is a fundamental human right, and part of the Massachusetts State Constitution, that all people should be protected from environmental pollution and live in a clean and healthful environment. Despite this, low-income communities and communities of color are more likely than wealthy, predominantly white neighborhoods to be in the shadows of dirty power plants, garbage incinerators, leaking landfills, and other obvious dangers to public health.
