After nine months spent studying 12 MBTA bus routes, analyst Stuart Spina has reached his conclusions: the T can do better. Spina, who presented his report yesterday, has qualifications no T official can claim: he's 17 years old, and rides the bus daily.

"The three worst, I would say, are probably the 28, the 1, and probably the 23," Spina said. "I wanted to do something about it."

Buses lag as crowds wait to get on at Dudley Station, he said; T employees could use handheld CharlieCard scanners to let riders board at the back door.

Buses run less frequently in the afternoon, leaving riders waiting too long to get home, he said.

Bus schedules don't allow enough time in rush-hour traffic, he said, leading to a "snowball effect" of delays.

MBTA General Manager Daniel A. Grabauskas said he looks forward to reading the report. "It seems like he's done a very comprehensive and focused look," Grabauskas said.
